It's not helpful to clog up a navigation template with a lengthy paragraph explaining pedantic rules and listing specific exceptions. All of this can be communicated in just three words: "Substantial appearances only". It seems better to leave the detailed notice commented out, where it will only be seen by those it's relevant to, i.e. editors attempting to add purposely excluded stories.
