A group of Cybermen led by a Cyber-Controller attempted to gain time travel. Around this time, Goddard arrived. Goddard was a super developed Cyberman from an alternate 1930s where the human race had become cyborgs indistinguishable visually from humans thanks to a Cyber virus.
