They fell in love, and he promised to meet her after the war was over. He never showed up, however. The reason for this was unkown: it could be that he had simply died shortly after sending the letter, or - as Maggie theorised in the timeline where Steven pretended to be one of Jeremy's fellow soldiers - he had had a wife at home and didn't want to return to Maggie at all.
