At first they were played by actors, but at one point those actors were murdered and replaced by real Daleks. When Zeet realised this and saw that his programmes were causing viewers to become complacent about the Daleks' invasion of other planets, he planned to use his programme to tell people the truth, aware that Org and Borg would kill him.
