According to Skagra, Rungar and his brother Sabjatrik "dragged Gallifrey into a Second Dark Age." The two were members of one of the older Prydonian families, but according to legend they drowned their own mother in a leaky SIDRAT. They usurped the powers of the Lord President to wage a civil war on Gallifrey. They were overthrown, and imprisoned in Shada.
