In 2000, a Weapons Crisis Committee about the spread of the alien explosive Cobalt Blue was held there by the United Nations and UNIT. However, despite Captain Alice Wells's assurances to that effect, the Site's security measures proved insufficient to save Commander Brak, the captive Sontaran she had persuaded to testify before the Committee, from being ambushed and killed as a deserter by a Sontaran envoy.
