Mark was an agent of Torchwood, recruited by Captain Jack Harkness after the 456 Incident. With Torchwood 3 having been destroyed Jack recruited Mark to take over Torchwood 2, which had been disbanded earlier that year. Mark took over all Torchwood investigations and operations in the UK after Harkness left the planet.

The Cardiff Rift[[edit] | [edit source]]
After Jack left, Mark rebuilt the original Torchwood 3 Hub, but kept it only to monitor the Rift, and had all systems transferred to Torchwood 2. Torchwood 3 was then used as a storage facility.
Torchwood 4[[edit] | [edit source]]
Mark continued the search for Torchwood 4, and came to find some interesting radio signals which had messages coded into them. After tracking them to their source, Mark found no trace of the facility whatsoever.
Rebuilding Torchwood[[edit] | [edit source]]
After finding it difficult to control aliens by himself, Mark decided that it was necessary to recruit others to help defend the earth and, using UNIT contacts and with the help of Sarah Jane Smith, was able to begin the setup of main Torchwood facilities in London, Cardiff, and Dublin. He also began recruitment in other large cities.

Unlike Jack Harkness, Mark used a lot of the alien technology kept by Torchwood, including certain items developed by the human race in the future. Such items included psychic paper and a sonic pen.
