The Mr Copper Foundation was a foundation that developed the Subwave network. Harriet Jones used this technology to communicate with Martha Jones, Torchwood Three and Sarah Jane Smith. (DW: The Stolen Earth)
Presumably, it was founded by Mr. Balydon Copper, an Earthonimics "expert" and tour guide aboard the Spaceship Titanic. The Doctor left him on Earth with £2 million he had placed on his tour guide credit card at the end of "Voyage of the Damned," and he no doubt used a portion of these monies to fund the "Mr Copper Foundation."
