Summary
For 47.63 years the Vromyx and the Garynth had been at war for possession of the super-weapon data thought to be contained on the library planet Biblios. Despite the fact that the robot librarians of Biblios had repeatedly told the Vromyx and Garynth that the library had no data on weapons, the warring species refused to end their war or move it elsewhere.
Because of the ferocity of the war, no one had visited Biblios for years until the the Fourth Doctor and K9 arrived on the planet. Once he learned of the situation, the Doctor contacted the Vromyx and Garynth and told them that he was a powerful warlord who easily passed through their blockade and had gained access to Biblios' super-weapon data. The Doctor then blew up the building alleged to house the data telling the Vromyx and Garynth that he would be the only one to ever have it.
Thinking the weapons data destroyed, the warring sides had nothing left to fight for and promptly left the orbit of Biblios. However, the Doctor had deceived them by blowing up an empty storage building. When one of the robot librarians wondered why the Vromyx and Garynth believed the Doctor and not the robots who had told the truth, the Doctor replied "Well, you know... 'actions speak louder than words'! Especially actions that make a very large 'boomf'!"
