This Operative worked with Agent Johnson in taking down Torchwood Three.

In 2009, he intercepted Torchwood's files and told Johnson that Clement McDonald, whose name hadn't been active since the time of the first 456 encounter forty-four years earlier. (TW: Children of Earth: Day One)

When Gwen Cooper and Rhys Williams became fugitives, he traced them withdrawing money from Rhys' account, allowing the British government to freeze it. (TW: Children of Earth: Day Two) After an explosion at Cardiff Bay, he intercepted Alice Carter's phone call to Cardiff Bay police in which she mentioned Jack Harkness. He traced Alice's location and identified her as Jack and Lucia Moretti's daughter under deep cover. (TW: Children of Earth: Day Three)

On the fourth day of the second 456 incident, he noticed all communication from the British government had gone quiet. He picked up Ianto Jones' phone call to his sister, Rhiannon,warning Rhiannon and anyone else on wiretaps about the government's plans to hand over the children to the 456. Through this call, the operative traced his location to the abandoned Torchwood One base where he was hiding. (TW: Children of Earth: Day Four)
