A civil war occurs when there is fighting between an individual state (such as the Spanish Civil War) or between one species (this term can only be used that way if the species has encountered other life capable of war).
In a civil war occurring on only one planet (such as the Imperial-Renegade Dalek Civil War, the Imperial Daleks, loyal to the head of state, Davros and the Renegade Daleks, loyal to the Dalek Supreme.
