The Dalek City was the home of the Daleks on Skaro at the time of the Doctor's visit to the planet. It was an old city from before the Thousand Year War and the Daleks lived not in the city itself, but rather below it where they thought they were shielded from radiation.
The Daleks in the City required static electricity to power their casings, which was provided through the metal floors. This made that at this time in their history they were unable to leave the city, and thus they were unaware that a group of Thals had also survived the neutronic war. After the Daleks were destroyed, the Thals moved into the City. (DW: The Daleks)
