Lugo was a member of the tribe of Sevateem. He once met the Fourth Doctor in the jungle outside the Sevateem settlement. When the Doctor threatened another guard with a "deadly jelly baby", Lugo called the Doctor's bluff. He told the Doctor to go ahead and kill his fellow guard. Surprised, the Doctor claimed that he didn't take orders from anyone and instead demanded to be "taken to [Lugo's] leader".
Later, in the village, Leela killed Lugo with a janis thorn to protect the Doctor. He died, petrified, in an upright position on his knees, later to be pushed over by Neeva. (DW: The Face of Evil)
