Fear was an unknown entity which created terror.

Biography

Fear came to Earth in 2050 and created wide-spread panic and hysteria; it hid inside an old wardrobe in a junkyard in a bottomless pit. It took the form of terrified most those whom it encountered.

In K9's case, it took on the form of his sworn enemy. a Jixen Warrior. When London was gripped by panic and hysteria, Inspector Drake secured the junkyard with his own private army of CCPC.
