Savar was a Time Lord. He was present on Gallifrey when the Doctor was initiated as Lord President of the High Council of Time Lords. (DW: The Invasion of Time)
At some point he went on a mission to rescue Omega from his black hole, however his TARDIS became damaged and he had to escape using its escape pod. His escape pod was intercepted by the I, who stripped his escape pod, taking all relevant technology, however as Time Lord technology utilised eye technology they also extracted his eyes. He was rescued and a following a regeneration (or two) he had his sight restored. However he also claimed to have seen a Gallifreyan god (Ohm) and fallen off the edge of the universe. These events also left him with a multiple personality disorder, leaving him with two distinct personalities. In this body he was also an accomplished telepath. (PDA: The Infinity Doctors)
