Captain Haliwell was captain to the space ship Cygnus, one of the British Imperial Fleet heading to the Moon in 1878
He'd written a diary of the whole adventures that happened around him, which the Doctor had obtained inside his TARDIS and had read everything up to point to Turlough. After meeting the Doctor, he seemed to fall for him quickly, as many people do and allowed the Time Lord to help with their investigation of the surface. They were chased by all manner of creatures until they were finally saved by Captain Sinclair
He was slightly attracted to the Professor's daughter, Emily Boyes-Dennison, whom he soon got along with after they had been captured by the Vrall inside the Citadel. They met one of the creatures who was unable to speak English, but many other languages, which seemed completely unbelievable that involved many clicks.
