General Cutler was the American military officer in command of the Snowcap South Pole Base.
When Mondas approached Earth in December 1986, Cutler refused to listen to the First Doctor's advice and planned to use the Z-Bomb against the Cybermen, regardless of the possible danger that it posed to Earth.
When the warhead failed to launch, Cutler realised that Ben Jackson had sabotaged it and was about to kill him when he himself was killed by Krang.
Cutler had a son, Terry, and a daughter, Pamela. (DW: The Tenth Planet, NA: Iceberg)
