The "Final Experiment" was an experiment conducted by the Cult of Skaro to revive their dying race.
History
Following their defeat at the battle of canary wharf the Cult of Skaro traveled back to 1930 Manhattan where using Mr Diagoras as their proxy they began kidnapping humans as test subjects. The study of the Final Experiment was to see if a Dalek could bond with a human to create a human-Dalek hybrid.
