General Cutler was the American military officer in command of the Snowcap base in Antarctica.

When Mondas approached Earth in December 1986, Cutler refused to listen to the First Doctor's advice and planned to use the Z-Bomb against the Cybermen, regardless of the possible danger that it posed to Earth.

When the warhead failed to launch, Cutler realised that Ben Jackson had sabotaged it and was about to kill him when he himself was killed by Krang. (DW: The Tenth Planet)

Cutler had a son Terry (DW: The Tenth Planet) and a daughter Pamela, who had become the only female general in the United States armed forces by 2006 (NA: Iceberg).

More than twenty years later in his personal timeline, Ben saw Cutler being interviewed on the news about the Snowcap at an earlier point in 1986. (ST: Mondas Passing)
