:Yes, it does mean that. It's an alternative to {{{story}}} to prevent a whopping great list appearing in the infobox. On {{Infobox Person}}, it says this about "main time period active", the {{{time}}} variable.
For people who've had a more substantial involvement in the DWU, give the year range for their primary involvement, either in terms of actual years or seasons. So, for someone like Peter Davison, the correct answer here is 1981-1984, not 1981-1984, 1993, 2007.
