Cecilia was Barbara Wright's aunt whom Barbara intended to meet on 23 November 1963, which was her (Cecilia's) birthday. Returning to London on that date, Barbara found Cecilia and the rest of the city had been frozen in time as a result of a fault with the TARDIS.
