Inspector Gleave was the unlucky officer sent to find and arrest Agent 99 when he arrived back on Earth. The capture of Agent 99 was part of a plan by Cabal, head of a secret council, that sought to bring back the Koth-Kulaar from its exile in a dimension warp so that it could bring havoc and destruction to the planet.
