Time Torpedoes were Time Lord weapons. They would freeze a target in time. Most Battle TARDISes carried time missiles, firing them from warp silos. They would create a halo effect when fired.
The Celestial Intervention Agency shot them at the Fifth Doctor to capture him for trial after allowing an elemental being to alter the timeline of Stockbridge. (COMIC: The Stockbridge Horror)
