How do we know when the machine was turned on? Why couldn't it have just been on the whole time?

When did the machine activate?[[edit source]]

In TV:End of the Road Jack finds a dying 'category 1' Angelo using 'above' the nullifier, and Angelo dies shortly thereafter. There is an initial suggestion that the nullifier required Jack's presence, but does that mean mean that Angelo left it in that state - to the point where he would die (activation) when Jack arrived (Angelo clearly had extensive knowledge of the device)?
