A Rutan analysis engine was a device of Rutan design.
An analysis engine was installed in the Master's TARDIS at one time. (PROSE: The Quantum Archangel)
The Tremas Master had used the analysis engine to scan the defences that a planet had. Presumably, this was its original function, but the Master might've re-engineered it.
