Ted was a morgue attendant at Walker General Hospital, who worked alongside Pete.
Biography
After the the Seventh Doctor appeared to die during surgery on 30 December 1999, Pete and Ted admitted his body to the morgue and ushered it into a refrigeration unit. For the hospital's New Year's Eve fancy dress party, Ted had intended to wear a Wild Bill Hickok costume. Unfortunately, before he had a chance to do so, the newly regenerated Doctor stole the outfit from his locker. He went to the party anyway, in a corpse costume; which he used to scare Pete.
