CCTV cameras were used by the Torchwood Three team to track people down. Occasionally, members of the Torchwood team use the CCTV cameras to watch people for unprofessional reasons, such as Captain Jack Harkness watching Gwen Cooper kiss her fiancé Rhys Williams. (TV: Meat)
