CCTV was a system used by Torchwood Three to track people down. It gave them access to all the surveillance cameras in Cardiff. (TV: Day One)
Occasionally, members of the Torchwood team would use the CCTV cameras to watch people for unprofessional reasons, such as Captain Jack Harkness watching Gwen Cooper kiss her fiancé Rhys Williams. (TV: Meat)
