Tarzan was a fictional character, the protagonist of Tarzan of the Apes by Edgar Rice Burroughs and numerous sequels. Formally known as John Clayton, Lord Greystoke, he had been orphaned as a baby but brought up by apes, before returning to civilisation as an adult.

Ace nicknamed Nimrod (a Neanderthal, a primitive man perhaps resembling an ape) 'Tarzan.' (TV: Ghost Light)

When Hilary Pink asked the Eighth Doctor if he had ever read Tarzan of the Apes, the Doctor replied that he had met him, too. (PROSE: Eater of Wasps)

This implies that Tarzan exists as a real person in the Doctor Who universe.
