Presumably, it was founded by Balydon Copper, an Earthonomics "expert" and tour guide aboard the Spaceship Titanic. The Doctor left him on Earth with £1 million he had placed on his tour guide credit card at the end of TV: Voyage of the Damned, and he no doubt used a portion of these monies to fund the "Mr Copper Foundation."
