Joann Fowler was credited with "Make-Up" on Doctor Who (1996). Most likely, this meant she was the key makeup artist, but it's possible she could be considered a make-up designer or make-up supervisor. In any event, she was the most senior person in the make-up department on the tele-movie.

As her career began in the late 1980s, Doctor Who was one of the very first productions on which she was a senior within a make-up department. Prior to Doctor Who, her longest-running assignment had been as a make-up artist on The Commish. She was the main make-up artist on many TV movies thereafter. She was also a make-up artist on the genre-related series M.A.N.T.I.S., The Lone Gunmen, and The 4400. She also worked on the film, X2. where she was in the make-up department alongside future Torchwood: Miracle Day hairstylist, Susan Boyd.

Most recently, she's been a key makeup artist on The L Word and The Twilight Saga.
