The alien perfume made the wearer sexually irresistible to those around them. It wound up in the care of Torchwood Three, and was taken out of its Hub by Owen Harper, who used it to seduce Colin and his girlfriend. He later reluctantly returned it to the Hub. (TV: Everything Changes)

The perfume likely contained pheromones, which would explain why it attracted people sexually.
