Face-Painter was a tattoo artist in West Hollywood.

Every Thursday, Rachel brought her "kids", the Second Doctor, Jamie McCrimmon and Victoria Waterfield to him to have their faces painted.

One Thursday, Face-Painter added creases to the face that he usually painted on Victoria, making her upset. At Rachel's request, he painted Brad Pitt's face on Jamie and a sunflower on the Doctor.

The next day, Rachel came to the shop for a tattoo for herself, but Face-Painter told her she had broken the rules. She saw that he had no face, and realised he was going to punish her. (PROSE: Face-Painter)
