The Mr Copper Foundation was a foundation that developed the Subwave network. Harriet Jones used this technology to communicate with Martha Jones, Torchwood Three and Sarah Jane Smith. (TV: The Stolen Earth)

The Doctor left him on Earth with £1 million he had placed on his tour guide credit card at the end of TV: Voyage of the Damned, and he no doubt used a portion of this money to fund the "Mr Copper Foundation."
