Torchwood 2 was one of the Torchwood Institute's four main bases, located above a bank in Glasgow and run by a man Jack Harkness described as "very strange" (TW: Everything Changes).
In TWN: The Twilight Streets the man who runs Torchwood 2 is named as Archie.
