Paul Shelley (born 15 May 1942) played the Minister of Persuasion in the Doctor Who story Four to Doomsday. For Big Finish Productions, he voiced Ethan Kalwell in The Relics of Jegg-Sau, Socrates in The Oracle of Delphi, and Jesten in The Whispering Forest.
