Milton Trayx, General in Chief of the Haddron Armed Forces was the leader of Haddron after Hans Kesar's demise. Instead of an empire, he made Haddron a Republic. His wife was Helena Trayx. He did not know she was cheating on him.

He came to the fortress prison on the outskirts of Haddron to see Kesar and his second-in-command, Cruger. On their arrival, he became friendly with the Second Doctor, Jamie and Victoria. When the VETAC robots arrived, he helped to fight alongside the Doctor, Prion and Kesar, who he knew all along was actually Gerhart Rutger. (PROSE: Dreams of Empire)
