Neal Shaw was a Time Agent who answered a distress call sent by Adam Mitchell. Mitchell froze the Time Agent in time shortly afterwards and stole his vortex manipulator. The Eleventh Doctor found Shaw and unfroze him. Shaw gave the Doctor a tracker for his vortex manipulator to help him track Adam down. (COMIC: Prisoners of Time)
