:The "snapshot" was said to be in a parallel universe/dimension or something, so it was no longer in N-Space, presumably (I think that's how N-Space works, right? haven't seen those stories yet). And, while the Master and Rassilon weren't killed by the Moment ending the Time War, they were still locked in presumably mortal combat when the Time Lock resealed, so one or both of them might not be alive for more than a few more minutes relative time, and also consider that the Time Lord High Council might still have thoughts of enacting the Ultimate Sanction (or whatever it was called) of ending Time itself, simply because they'd themselves become just as crazy and power-hungry as the Daleks by that point.
