Stellar manipulators functioned as devices to alter stars and their life cycle.
The Gallifreyan stellar manipulator, the Hand of Omega, could cause stars to go supernova which would provide energy to the Time Lord society. (DW: The Three Doctors, Remembrance of the Daleks)
As a solar engineer, Omega may have had access to other stellar manipulators, apart from the Hand.
