Not knowing what is really happening on Gallifrey raises real questions for the Doctor. We have already seen what the rest of the universe thinks of Gallifrey returning. We don't know for sure how Gallifrey has reacted to being on ice. I think a short prequel showing John Simm's return as The Master before his regeneration would be good. If they kept his return secret it would be a nice surprise and they could even have the mini-episode end as he's regenerating (or at least before the audience sees who he's regenerated into) so as to keep The Master's new face secret. Apparently Simm has expressed interest in a possible return before so there's a chance he may agree to some such appearance. Plus there are many ways The Master could escape Gallifrey before its 'destrction'.
