I've just read it, and the Doctor explicitly states that he could never active something as terrible as the Weapon, and he's said to have ended the Time War. Furthermore, when the Doctor ended the Time War it was described as being "in flames", the weapon doesn't work like that (we "saw" it activated on the Eyeless). Nor is it described as being Time Lord technology (the Doctor described it's materialisation in the city in reference to the TARDIS as being brutal and primitive). I've just read it, and the Doctor explicitly states that he could never active something as terrible as the Weapon, and he's said to have ended the Time War. Furthermore, when the Doctor ended the Time War it was described as being "in flames", the weapon doesn't work like that (we "saw" it activated on the Eyeless).
