Reimer was a Third Zone scientist working to invent time travel. Reimer and his partner Kartz conducted time travel experiments under the direction of Dastari aboard Space Station Camera. Kartz and Reimer's work eventually produced the Kartz-Reimer module, but caused significant enough disturbances to the fabric of spacetime to attract the attention of the Time Lords. The Second Doctor referred to them dismissively as "incompetent meddlers."
