Mr Scoones was the owner of a London workhouse. On Christmas Eve 1851 he attended the funeral of Reverend Aubrey Fairchild. Mercy Hartigan arrived with an army of Cybermen, but he, Mr Cole, Mr Fetch and Mr Milligan were taken by them to be used as a part of their plans.
