Only minor criminal offenders were sent to the Centre, which was escape-proof. This was all to maintain Yquatine's pleasant facade and not negatively impact the tourist industry.
Though manual labor was available to pass the time, the primary occupation of the Centre's prisoners was translating text from one alien language to another.
After getting separated from the Eighth Doctor and Compassion, Fitz Kreiner was arrested and spent a month at the Centre.
