A web, also called a spider's web or cobweb, was a grid-like design created to trap things. Spiders created webs to catch prey, but the term was also applicable in relation to activities and shapes, as well as organisations or subjects that were wide spread.

On the Sense Sphere, the First Doctor became caught in a Zilgan's web, but managed to free himself. (PROSE: The Monsters from Earth)
