Josh Anders was a friend of the young Rudyard Kipling. He was taken by Tobias Breckinridge's people after seeing their illegal activities. Percival Ross turned him into a "merchild". After being freed, the Fourth Doctor took him and the other merchildren to a water planet in the Andromeda galaxy. (PROSE: Evolution)
