Perkins was an android who was a prefect at the Darkstar Academy in the 28th century. He looked like a 16 year old boy, which had blond hair and blue-eyes.
He was one of the prefects who forced the Eleventh Doctor, Rory Williams and Amy Pond to go to the headmaster's office, by pointing a weapon at them. However, the Doctor convinced the headmaster that he was a school inspector by showing him his psychic paper.
