Joe was the son of Charlie. They were homeless.
At Christmas, a desperate Charlie contemplated robbing the Los Angeles Midnight Mission to give his son a proper Christmas. However, he was talked out of descending into a life of crime by the Second Doctor. Joe and his father spent Christmas at the mission, with Joe listening to stories told by Jamie McCrimmon.
