No, Dan Starkey played several different Sontaran characters before A Good Man Goes to War (along with Commander Skarr in The Time of the Doctor), similar to how Neve McIntosh played the Silurians Alaya and Restac in The Hungry Earth and Cold Blood before being cast as Madame Vastra. Strax is also native to the year 4037 (and presumably would have been born around 4025), over 2000 years after The Sontaran Stratagem is set.
